UGC panel for pay hike of varsity teachers

NEW DELHI, Oct. 3: In a bid to attract talented individuals in higher education, a pay revision committee of the University Grants Commission in its report submitted today recommended 70 to 90 per cent hike in salaries of college and university teachers.
For meeting the shortage of teachers in higher education, the committee headed by Prof. GK Chaddha, has also recommended that the retirement age of all college and university teachers be hiked to 65 years and they should selectively be re-employed up to 70 years.
It recommended reduction in number of years for promotion, creation of new posts for prevention of career stagnation and increase in number of incentives and allowances.
The committee has recommended performance and age-based increments for teachers. Under it, younger teachers as well as those performing better will get more increments than others. It said the new pay scales should take retrospective effect from 1 January 2006.
In one recommendation, the committee suggested creation of a post for outstanding professors ~ professor of eminence ~ that would be equal to the vice-chancellor of a university. But the number of such posts cannot exceed 10 per cent of total number of professors in a university and the minimum experience required would be ten years.
For providing increased promotion opportunities, it has recommended an assistant professor should be promoted to professor’s post in 15 years time through three prior promotions in four, five and six years time respectively. The committee has recommended creation of new posts ~ senior professor, senior associate professor, professor in post-graduate (PG) colleges ~ for the purpose.
It has suggested that college and university teachers should get an annual increment of three to four per cent of the basic salary with compounding effect on the basis of their performance.
The four per cent increment will be for 25 per cent of teachers (in the pay band of Rs 15,600-Rs 39,100) selected on the basis of their performance.
An “academic allowance” has been recommended under which Rs 1200 to Rs 1500 would be given to teachers for subscribing to newspapers, magazines and other study material.
To encourage research activities, the committee has recommended that Rs 5 lakh and Rs 2 lakh should be provided to teachers for science and non-science research projects.
