VARANASI: Sayyeda Bano, Sakina and many other girls, all natives of Mehmoodpur gram sabha in Lohata area of Varanasi district, are bound to pursue their elementary education in a community-run madrassa because there is only one government primary school for around 10,000 population, mostly poor weavers. 

Almost similar is the condition of Lohata gram sabha, which has only one government-run primary school for a population of around 50,000. With these examples, the ground reality of elementary education system as well as Sarva Shiksha Abhiyan (SSA)-- country's flagship programme-- for the achievement of universalisation of elementary education is exposed, particularly when the country is going to celebrate the National Education Day on November 11.

The Ministry of Human Resource Development in 2008 decided to commemorate the birthday of Maulana Abdul Kalam Azad, eminent educationist and first Union Minister of education of Independent India, as the National Education Day on November 11 every year. As education minister, Azad oversaw the establishment of a national education system with free primary education and modern institutions of higher education.

"There are 270 students in our madrassa totally run on contributions by the community," said Mohammed Akram Ali, a teacher of Madrassa Aaisha Siddiqua Girls School, situated in a congested lane of Mehmoodpur. "There is also a separate madrassa for boys. According to him, the village has a population of around 10,000 and there is a need for more educational facilities for the children.

According to the government norms, there should be a government-run primary school for a population of 300 at a distance of every one kilometre and an upper primary school for a population of 800 at every two kilometre. "There are 1,032 primary schools and 352 upper primary schools in the district," said Rajesh Kumar Singh, the district coordinator of SSA. He, however, claimed that all out-of-school children (2,133) up to 14 years of age had been absorbed in the elementary education system till date.
