The Delhi Finance Minister, A.K.Walia provides the ending touch to the Delhi Budget 2010. He told that the Delhi Jal Board (DJB) and the Delhi Transport Corporation (DTC) are struggling with its financial health, the budget could also see an announcement of increase in water and transport tariff.

To strengthen its coffers, the government will also have the option of withdrawing the Rs 40 subsidy per cylinder being given to domestic consumers but officials said the possibility is very remote.

In the Delhi Budget 2010, allocations for the different departments are expected to drop but The Delhi Government is looking for increasing its revenue collections by raising registration fees of the new emerging cars by the introduction of new slabs, by increasing the price of luxury tax on some products and by enhancing the VAT charges. In the Delhi Budget 2010, it is also expected by the state government that it can withdraw the cylinder subsidy on LPG upto Rs.40 that is costing the exchequer of Rs.168 crore. The Delhi Government may also remove some subsidy to Delhi Transport Corporation (DTC) & Delhi Jal Board (DJB). By both these agencies near about Rs.1500 crore will come to Delhi Government.

The Commonwealth Games Federation has once again trapped in controversy, but this time not because of delay in preparations. This time it is because of a distorted India map that was put on its website.

On the official website www.thecgf.com the map of India shows some of the areas of Jammu and Kashmir and Gujarat as Pakistan parts. The 2010 Commonwealth Games organizers have raised the issue on Tuesday with the CGF officials.

Lalit Bhanot, the secretary of the Organising Committee said, “We have noticed it and told CGF officials about it. They have promised to revert back to us on the issue.”

He also added, “They would definitely correct it. We were told that they would talk to the people who maintain the site and get back to us.”

The official website of Commonwealth Games is owned and operated by Commonwealth Games Federation and it if responsible for overall function of Games around the world.

This grave mistake of the federation comes at the time when India is celebrating its 61st Republic Day.

Earlier the Commonwealth Games was always in controversies due to tardy preparation of infrastructure.

Air, rail traffic suffer as dense fog grips Delhi

 

Dense fog engulfed the national capital on Thursday morning and visibility dropped to zero in the early hours. At least 48 flights and nearly 75 train services were hit -- the latter stranding commuters at railway stations with little hope of timely travel, officials said.

"The visibility dropped to zero this morning with dense fog conditions. The visibility at 8.30 a.m. continued to be poor and was recorded at less than 50 meters," an official at the India Meteorological department told IANS.

The official added that the dense fog would not clear till 2.00 p.m.

The fog badly disrupted flight arrivals and departures at the Indira Gandhi International (IGI) airport. At least 48 domestic and international flights were affected, an IGI airport official said.

"With the visibility plummeting to zero, low visibility procedures were employed. However, there were many delays and rescheduling of flights," the official said.

Even worse hit was the railways schedule.

According to a Northern Railway spokesperson, 20 trains were cancelled, 32 re-scheduled and 24 delayed because of the adverse weather conditions.

"The trains have been affected. Delays of three hours or more are mostly in Delhi-bound trains. The situation is also likely to cause disruption of train timings later in the day," the official warned.

The minimum temperature recorded Thursday morning was 7.2 degrees Celsius, the Met office said adding that the daytime temperature is likely to touch a maximum of 16 degrees Celsius.

A fire in a slum near the under-construction Commonwealth Games village in east Delhi gutted seven hutments early Saturday. There were no casualties, an official said.

'A fire broke out in a shanty in east Delhi at around 3 a.m. today (Saturday) and subsequently spread to six other adjoining hutments. Nine fire tenders had to be rushed to douse the flames,' a fire department official said.

'There were no casualties,' he added.

The incident took place near the Akshardham temple. The reason for the fire is yet to be ascertained.

Delhi will showcase India's diverse culture, music, dance and theatre in a carnival atmosphere with plenty of food thrown in during the Oct 3-14 Commonwealth Games. Eight thousand athletes, officials from 71 countries and nearly 100,000 visitors are expected to throng the metropolis during the event.

'The Games are coinciding with the festival season and we are planning a whole lot of programmes. It will be a gala time with fun and frolic for the visitors as well as Delhiites,' Rina Ray, Delhi's secretary for art and culture, told IANS.

There will be a devotional music festival at Talkatora stadium, sufi music Jahan-e-Khusrau at Humayun's Tomb, folk dances at Roshanara Park and classical music at Kamani auditorium.

Then there are theatre festivals at different locations, some out in the open. For the emerging artistes, Central Park in Connaught Place is the stage, while there will be something or other going on daily at Dilli Haat (INA market and Pitampura). The union culture ministry has also lined up several programmes. The presence of film stars will be an added attraction.

Social organisations and NGOs will be involved in providing entertainment for the poor.

'We are in the process of tying up with various NGOs so that no category of people is left out. We don't want it to be an elitist event. We want everyone to be part of the celebrations attached to the Games. We are trying to reach out to people in resettlement colonies,' she added.

Most of the programmes are open to all, but there will be designated places for visitors with accreditation.

The government wants private sector participation in as many programmes as possible so that promotional activities get a fillip. Malls around the city will also be encouraged to come up with their own programmes.

Ray said the blueprint of the programmes is more or less ready and work on various projects will start soon.

India's tenth Auto Expo started Tuesday and is already triggering traffic jams as car, truck, motorcycle and parts makers and their increasingly savvy Indian consumers converge on New Delhi's Pragati Maidan.

India's first Auto Expo was back in 1986. With few models allowed on the roads and little international interest in India, the next one wasn't held until seven years later. Today - as India has become one of the world's few remaining high-growth markets and is on the way to becoming an export hub for small, inexpensive car - this year's Auto Expo could attract more than 2,000 industry participants and close to two million visitors up through Sunday.

Two automakers got a jump on the competition by unveiling new models for India on Monday. General Motors unveiled its sporty mini model, the Chevrolet Beat, for Indian consumers with a sticker price of less than $8,500. Meanwhile, Mercedes Benz India launched its big GL350 CDI sports-utility vehicle which goes for around $150,000.

The fact that the first unveilings were one of General Motors' smallest cars and one of Mercedes' biggest shows the diversity and opportunity of India's market decades after its first Auto Expo.

No prizes for guessing which end of the spectrum is doing better. Mercedes sold around 2,250 vehicles in India last year, down 10% from a year earlier. General Motors' sales climbed to close to 70,000 units in 2009 and they expect to sell at least another 100,000 cars this year, says General Motors India managing director Karl Slym.

The Delhi High Court reserved its verdict on an appeal filed by the Supreme Court challenging its order which had held that office of Chief Justice of India comes within the purview of Right to Information Act and details of judges' assets should be revealed. 

A full bench comprising Chief Justice A P Shah and Justices S Muralidhar and Vikramjeet Sen reserved its order after two days of arguments.

Appearing for the Supreme Court registry, Attorney General Goolam E Vahanvati contended the resolution regarding assets declaration by judges was non-statutory, non-binding and it could not force a judge to declare assets to the Chief Justice.

The Attorney General said the High Court single judge had erred in declaring that the office of CJI comes within the ambit of the RTI Act and had interpreted the provisions of the Act too broadly which was "unnecessary" and "illogical".

"The resolution was meant for self-regulatory purposes and it cannot be binding," he said.

The High Court had in its September 2 verdict on the controversial issue held that the CJI was a public authority and his office came within the purview of the transparency law.

The judgement was contrary to the stand taken by CJI K G Balakrishnan who had consistently been maintaining that his office is beyond the purview of the RTI.

Be it punctuality or efficacy of service, Delhi Metro officials claim the Delhi Metro Rail Corporation (DMRC) ranks among the top five metro rail systems in the world.

Despite several teething problems, most of which, officials claim, stem from a lack of awareness among Metro commuters, DMRC officials feel the mass rapid transit system has fared quite well and managed to deliver services at par with international standards.

The DMRC currently maintains a punctuality of 99.5 per cent, and headway time of just one minute for train delay, Raj Kumar, Director (Operations) said. "Metro rail systems in other countries, in contrast, consider a delay of around three to five minutes as train delay, though they too have a punctuality rate of approximately 99 per cent. The DMRC certainly ranks among the top five metro rail systems in the world." Kumar also pointed out that in the underground Metro system in London, three to four stations covering a distance of three to four km are shut down for maintenance work at any point of time. The DMRC, however, undertakes maintenance work (which usually spans four hours) only during night time and on Sundays, when the rush is lower, Kumar claimed.

In terms of manpower, the Delhi Metro will have 36 persons per km (for general operations) at the end of Phase II, among the lowest in the world. "Other countries such as Singapore have a ratio of 30 persons per km; Hong Kong has 60 persons per km. The figures show that DMRC has a lean structure, despite which we have high operational standards since we use better technology," Kumar claimed.

Officials admitted that they do face constant operational problems due to misuse by commuters. "There is a lack of awareness among commuters, which affects our operations. Lifts that are meant to be used by the handicapped and the elderly are usually crowded by others. At times young children intentionally press the emergency button to stop the escalators. We also see at least two to three cases of the automatic fare collections gate bars being broken every day, as commuters try to force their way through," Kumar said.

The DMRC has also been facing problems of track thefts. In the last year, 53 theft cases were registered, which included stealing of cables, hose pipes used for fire extinguishers and nozzles.

"These thefts severely hamper our services as we try to repair the loss," Kumar said.

ON NOVEMBER 1, around 30,000 registered participants will be taking part in the Airtel Delhi Half Marathon 2009. Around 1,200 senior citizens will be taking part in the Great Delhi Run. The city is all excited and Delh is all set to go for the run. The Delhi half marathon would witness around 40 of the world's top male and female athlete running for the prize money.
The Delhi half marathon event was started five years ago and with time India's performance has been improving every year. Its impact has multipled and has thus succeeded in teaching everyone to have fun while setting fitness goals.
The joint managing director of Procam International, one of the promoters of the event said that the Indian athletes will be looking forward to lower Sandeep Kumar's mark of 6.4:48 set last  year. Alongside the Delhiites will be many celebrities, professional athletes and people from every age and size.
Around six medical stations along the marathon route and one base medical station, comprising 120 doctors will ensure that things go smoothly. A total of 13 water stations will also be there along the route, which will distribute about 80,000 litres of water.
Last year, the event raised a whooping Rs. 1.6 crore towards charity and this year it is believed that it would be much higher. The event will start early morning in the holding area, located in the the Central Civil services Cultural and Sports Board's ground, opposite Nehru Park.  A lot many people are expected to gather along the route and cheer the participants.
So, get set and go for the Airtel Delhi half marathon 2009 which starts tomorrow early morning.

NEW DELHI: Delhi government's much celebrated anti-cracker campaign which saw chief minister Sheila Dikshit exhorting Delhiites not to pollute the environment seems to have ended in a whimper this Diwali. Delhiites didn't only have a blast, but they also had a sparkling Diwali an indication that both noise and air pollution levels in certain parts of the capital exceeded expected limits. 

A shift towards more noisy crackers and colourful fireworks resulted in an increase in the levels of oxides of nitrogen (NOx), carbon monoxide and metal oxides. According to data collected by pollution control agencies, Delhi was at its noisiest between 9pm and midnight on Diwali night, despite a Supreme Court ruling banning noisy crackers after 10pm.

 At least 12 persons were injured, including two seriously when two cranes collapsed at a Delhi Metro Railway Construction (DMRC) construction site in South Delhi. The accident occurred on the Connaught Place-Gurgaon railway line.

According to DMRC sources, the mishap occurred in the Said-ul-Ajaib area, which located near the historical Outub Minar. The injured have been rushed to the All India Institute of Medical Sciences (AIIMS) and Safdarjung Hospitals for treatment.

Rescue teams have arrived at the site.

A large number of Delhi schoolchildren are reporting sick due to swine flu in this changing weather.

Delhi has so far reported 1,687 positive cases, 777 of them children. The number seems to be steadily rising, particularly among children. Out of 201 positive cases in the last two days, 136 were children, forcing certain schools to shut down abruptly as a precautionary measure.

Schools like Delhi Public School (DPS), Mathura Road, and DPS Noida, that were looking to compensate their working days -- lost due to extended summer holidays -- had to abruptly close down on Thursday after the students tested positive for swine flu. 
School authorities said that since there was fear of swine flu spreading further among children, they decided to shut down, to coincide with a long weekend. The hostels, too, were vacated.

School authorities said that this was the best way to stop the situation from going out of hand.

However, the state government would not recommend closure of schools. "Its time people started treating swine flu like seasonal flu. Even though it is widespread in Delhi and other areas, about 99% people have recovered. There is no need for worry and panic, but I would request parents to take children to hospitals at the earliest so that crucial time is not wasted," Delhi health minister Kiran Walia said.

"This is a typical season for seasonal influenza in Delhi and since H1N1 is already established in the community, it is spreading faster. Since children are vulnerable to all sorts of infections, they are in the high-risk category," Dr Anjan Prakash, nodal officer on H1N1 in the Delhi government, said.

Health authorities fear H1N1cases would shoot up because of crowding during the approaching festive season.

NEW DELHI: This stretch of Mehrauli-Badarpur (MB) Road has been relaid, dense carpeted and repaired thrice in the past one-and-a-half years. Only  six months ago, the PWD carpeted one lane on the extreme left on the Badarpur-Mehrauli carriageway between Karni Singh Shooting Range and Batra Hospital after DJB laid a deep-water pipeline. However, it took only one night of continuous rain for the road to cave in at two places. Officials now fear more stretches could give way in the next few days. 

While PWD has moved man and machinery to carry out repairs, the incident is likely to spark off a blame game between PWD and DJB. Traffic personnel manning the stretch have been facing the worst and for the past two days, commuters have been facing massive snarls at these choke-points.

The major cave-in close to the Tughlaqabad traffic intersection has eaten up almost two lanes of the three-lane carriageway. PWD officials claimed they were pressing hard to complete the WBM work by Saturday evening and traffic would be allowed by Sunday morning provided there is no heavy rain. Metal carpeting would be done later.

They alleged that DJB didn't carry out the work of laying a pipeline 12 feet below the carriageway and filling it up `perfectly', which has resulted in the crisis. "We had charged the restoration amount only for dense carpeting. We suspect there was water leakage on this stretch, which contributed to the cave-in. DJB officials who visited the site are also clueless,'' PWD officials claimed.

PWD had dug up the road for laying a stormwater drain in 2008 and recarpeted the stretch at a cost of Rs 5.5 crore using recycling technology. Four months later, DJB started laying the water pipeline and dug up the same portion.

NEW DELHI: A 23-year-old student of Jawaharlal Nehru University died following an asthma attack on the campus on Wednesday. Aishvarya Agarwal, a first-year student of MTech at the School of Information Technology (SIT), was rushed to AIIMS by his fellow students around 10.30 in the night where he passed away. 

The students at SIT claimed that had the health centre on the campus remained open, it would have been easier to save Aishvarya. Vikram Singh, a research scholar at SIT, said, "The health centre on the campus closes at 9pm. So a couple of students from his batch and a few seniors took him to AIIMS in the university ambulance The so-called ambulance did not even have an oxygen cylinder.'' The victim was at SIT when he suffered the attack.

According to the students, the campus was not ready to tackle any emergency situation. "Emergencies don't happen according to the timings of the health centre. We did not even know that there was a doctor on the campus who could be approached in such a situation. The administration has never informed us about it,'' Singh said. Hailing from Gorakhpur, Aishvarya joined the university only in August. According to the fellow students, he suffered from chronic asthma.

The students carried out a candle-light march on Thursday and have demanded that the JNU administration makes a health centre functional 24/7 and also provide two well-equipped ambulances with a paramedic. JNU vice-chancellor B B Bhattacharya agreed that the varsity needed to upgrade its medical facilities. He, however, refused to comment on what went wrong with the deceased student.

He said, "It's an unfortunate case but I am still to get the medical report and also the report on what really happened. So it will be premature for me to say anything.'' However, he added, "We have been pleading with the UGC for long to give us a proper health centre with more doctors. But they always declined on grounds of lack of funds and other things. Probably, the UGC will heed our request after this incident.''

Meanwhile, the students at SIT have pledged to keep lighting at least one candle every day till their demands are met. They said Aishvarya was a brilliant student and scored 95% in his BTech from Allahabad Agriculture University.

New Delhi, Sept 10 (PTI) Heavy rains lashed the national capital since last night, leading to water logging in many areas and huge traffic snarls. The city received 93.2 mm of rains since 8:30 pm last night.

The rains led to a dip in temperature with the minimum being recorded at 23.3 degree Celsius. The heavy rains led to traffic jams in Mayur Vihar, Vasant Vihar, Munirka, Dhaula Kuan, Pragati Maidan, Moolchand, Lajat Nagar, Laxmi Nagar, Bhajanpura and Nizamuudin areas.

Traffic lights were also not working in many areas, adding to the woes of the motorists. Office-goers had a tough time reaching their destination with most of the roads waterlogged.

Delhi has received a total of 538.6 mm of rain this monsoon against an average of 573 mm.
